Aside from being unachievable, it's not actually a very good measurement of how just a country is
Meritocracy has taken something of a hammering in recent years, and the system is certainly not perfect. It’s psychologically brutal for the individuals who lose in a way that more obviously unjust systems aren’t; it often strips regions of their most talented members and leaves the remaining population with a sense of leaderless despair.
